So how does it work? Will it just track the heart rate to figure out if the user is excited and therefore engaged... or is there more to it than that?

It uses something called Galvanic Skin Response, which measures excitement... basically, it's the electric activity on your skin. Heart rate monitors are also useful, but this is the best way of going about it.
And the Apple Watch can measure this?
